A good place to start is here -
<http://www.faqs.org/faqs/usenet/emily-postnews/part1/>
If that doesn't fulfil all your requirements, you could do worse than
to look here -
<http://www.usenet.org.uk/usenet-information.html>
For Pratchett-specific Usenet guidelines which will be useful wherever
you go in Usenet, have a look here -

It's rare to see "hallo" these days, but it used to be a lot more
common. "Hello" is certainly the accepted spelling nowadays.

The other tip is to 'lurk' for a while (reading posts but not sending
replies) until you get the feel of the place. That way you are less
likely to incur the wrath (called being flamed) of others.
For instance, speculation is frowned on in this group because if you
said.. "I think a good plot line would be for *CENSORED* to *CENSORED*
with *CENSORED* causing a right *CENSORED* and resulting in *CENSORED*"
then this would prejudice TP (common speak for Terry Pratchett) from
using that very story line in another book because you may then say "Hey
that was my idea and /wasn't I clever/I want paying/" /delete as required.
If you are going to refer to a crucial point in the plot of a book that
others may not have read (could be any book) then don't say "Hey in SG
(Small Gods, you will find such title abbreviations a common thing) do
you realise that when *CENSORED* did *CENSORED* he was actually doing
*CENSORED* instead." unless you have put some thing like...

According to QI, "hallo" isn't, strictly speaking, a greeting,
but an expression of surprise.
But the subject line still works.

Well, yeah, but my OED claims that "hello" is merely a variation on
"hallo", q.v., so the same goes for that.
Of course, neither of those eminent sources speaks Dutch.
